DESCRIPTION

The following error message is received:

   Locked Files will not allow MPTS to start...
   Shut down and reboot the system...

Even after the system is restarted, the same message is received.

RESOLUTION

At an OS/2 command prompt, change to the OS2\INSTALL directory and 
delete the IBMLANLK.LST file; then restart the system. MPTS will start
successfully.
